Call for Bid

Association for Community Development (ACD), a Lao Civil Social Organization established under Ministry of Home Affairs Agreement No. 390/MoHA (dated 28 June 2013), is looking for a construction and installation of solar panel system for the project of “Access to electricity via renewable energies for poor communities” in five villages: Pasing (Ta Oy) and Raro, Axing Nue, Axing Tay, and Amone (Samouay), Salavan province. Interested companies are required to meet the following conditions:
- Legal Requirements
- Valid business registration certificate matching the business type.
- Business operating license under the laws of Lao PDR.
- Tax payment certificates for 2023 – 2024.
- Financial Requirements
- Bank statement or equivalent showing 50% of the construction value, secured from the bidding date.
- Technical Requirements
- Completed BoQ price quote using the provided format (adjustments must be noted and signed).
- Prices quoted in Euro, including tax, with every page stamped.
- Final quoted prices valid for 90 days (construction) or 45 days (equipment/supplies).
- Documents demonstrating experience in similar work, with references.
- Detailed work plan and timeline, including completion dates.
- List of personnel, engineers, and equipment owned by the company.
- Certification of site visit and inspection, signed by the village head.
- Ethical Requirements
- Signed acknowledgment of ACD’s Child Protection Policy which must be signed and submitted it to ACD Office before visiting the project target villages. Forms are provided by contact person.

- Submission Details
Submit all required documents in a sealed envelope by 24 Oct 2025, 16:00 PM, to ACD Office in Salavan province. Late submissions will not be considered.
- Evaluation and Notification
- The bidding committees will evaluate submissions based on compliance with the listed conditions. The top three bidders will be shortlisted.
- The first-ranked bidder will be notified within 05 days of the evaluation and must respond within 3 days of notification. Contract negotiations will follow, and in case of disagreement, the second or third-ranked bidder may be considered accordingly.
- Important Notes
- Any price quotation below or higher than 10% of the total bid price will be disqualified.
- Companies are responsible for all expenses during the project site visit.
- Ensure complete compliance with ACD’s policies to maintain eligibility.
